Mr. Bickner was born in 1947 in Jacksonville, Florida. He earned his undergraduate degree from the University of North Florida and his J.D. from the University of Florida. He was an Assistant State Attorney from 1981 trough 1984 and was in private practice in the field of medical malpractice defense from 1985 through 2005. He has been the attorney for the School Board of Clay County from 12/1/2005 to the present.
